EIFD PFA - SANTA ROSA ENHANCED INFRASTRUCTURE FINANCING DISTRICT - PUBLIC FINANCING AUTHORITY

Description

The Enhanced Infrastructure Financing District, or EIFD, is a special financing district that utilizes property tax increment revenues generated by community growth from a specifically defined area to finance public infrastructure and economic development projects of community-wide significance. EIFD law requires the establishment of a Public Financing Authority (PFA) to serve as the governing body of the EIFD. The County seeks persons interested in being appointed to the PFA for the proposed Downtown Santa City of Santa Rosa Enhanced Infrastructure Financing District. The PFA develops, authorizes, and implements an Infrastructure Finance Plan that guides the EIFD. It oversees EIFD finances and activities in accordance with California Government Code Section 53398.50 et seq.

  • Duties

    The role of the Public Financing Authority is to authorize, develop, and eventually implement the Infrastructure Finance Plan (IFP), the EIFD’s investment program. The IFP describes the allocation by taxing jurisdictions to the EIFD of certain incremental property tax revenue for the purpose of funding infrastructure projects and the fiscal impacts analysis. The Infrastructure Finance Plan also includes a general description of projects and will be subject to the review and approval by resolution of the City Council following a public hearing; review and approval by resolution of the Board of Supervisors; and adoption and implementation by the Public Financing Authority following three public hearings. If the Infrastructure Finance Plan is approved, the PFA would oversee EIFD finances and activities.

  • Membership Composition

    The membership of the Public Financing Authority will consist of seven members: two members of the Santa Rosa City Council, two members of the Board of Supervisors of the County of Sonoma, and three members of the public.

    One public member is appointed by the City Council, one public member is appointed by the Board of Supervisors, and one public member is appointed by both the City Council and the Board of Supervisors, each in accordance with California Government Code Sections 54970 and 54972. Each of the City Council and the Board of Supervisors may also appoint one of its members to be an alternate member who may serve and vote in place of a member who is absent or disqualifies him or herself from participating in a meeting of the Public Financing Authority.

    Applicants must reside in and be registered to vote in Sonoma County.

    The City of Santa Rosa approved a resolution establishing the Public Financing Authority on April 25, 2023. The Santa Rosa City Council approved Councilmembers Victoria Fleming and Chris Rogers as its appointments to the Public Financing Authority on May 23, 2023. The Board of Supervisors approved its appointments to the Public Finance Authority on July 18, 2023.
