CONTINUUM OF CARE
The county’s homeless system of care’s primary collective-impact decision-making group will be called the Homeless System of Care Leadership Council. This body will serve as the county’s Continuum of Care Board, a HUD requirement. The CoC Program interim rule requires every CoC to establish a board to act on behalf of the Continuum. The board will be a subset of the membership that is established in accordance with the CoC regulations governing board composition. The CoC assigns the Board responsibilities in a written agreement called a Governance Charter.

EIFD PFA - SANTA ROSA ENHANCED INFRASTRUCTURE FINANCING DISTRICT - PUBLIC FINANCING AUTHORITY
The Enhanced Infrastructure Financing District, or EIFD, is a special financing district that utilizes property tax increment revenues generated by community growth from a specifically defined area to finance public infrastructure and economic development projects of community-wide significance. EIFD law requires the establishment of a Public Financing Authority (PFA) to serve as the governing body of the EIFD. The County seeks persons interested in being appointed to the PFA for the proposed Downtown Santa City of Santa Rosa Enhanced Infrastructure Financing District. The PFA develops, authorizes, and implements an Infrastructure Finance Plan that guides the EIFD. It oversees EIFD finances and activities in accordance with California Government Code Section 53398.50 et seq.

FIRE MEMORIAL TASK FORCE
In June 2022, the Sonoma County Board of Supervisors approved the creation and installation of a memorial artwork recognizing the impact of the Sonoma Complex Fires on the County’s residents and specifically honoring the memories of those whose lives were lost. The project will be overseen by a Fire Memorial Task Force in conjunction with Creative Sonoma, a division of the County’s Economic Development Board.

IOLERO Community Advisory Council
One of IOLERO’s primary missions is to engage the community in order to make sure you are aware of our work and to be informed about your viewpoints, concerns and experiences. Our Community Advisory Council (CAC), composed of volunteers from across Sonoma County, helps IOLERO carry out this mission.
Our goal is to be present at a minimum of one community event per month. For example, we host a booth at the Cinco de Mayo celebration in Roseland and we give presentations at smaller community events such as the Senior Health Fair in Cloverdale. Additionally, we host community outreach meetings at different locations throughout the county.

JUVENILE JUSTICE COORDINATING COUNCIL
The Juvenile Justice Coordinating Council (JJCC) is convened for the purpose of creating and revising the County’s Comprehensive Multi-Agency Juvenile Justice Plan, and providing guidance for the Juvenile Justice Realignment Subcommittee (JJRS).

LANDMARKS COMMISSION
The Sonoma County Landmarks Commission was established on April 23, 1974 under Ordinance No. 1768, the same ordinance that provided the procedure for designation of Historic Structures (i.e., Historic Landmarks) and Historic Districts. The Ordinance establishes that the Commission shall consist of one resident from each Supervisorial District, appointed by the Board of Supervisors. The County Permit & Resource Management Department (PRMD) assigns one Staff to the Commission. As stated in the By-Laws, the purpose of the Landmarks Commission is:
To protect those structures, groups of structures, sites, and areas that are reminders of past eras, events and persons important in local, state, or national history, or which provide significant examples of architectural styles of the past, or which are unique and irreplaceable assets to the County and its communities. LOWER RUSSIAN RIVER MUNICIPAL ADVISORY COUNCIL
The Lower Russian River Municipal Advisory Council (River MAC) is established to advise the Board of Supervisors and other County decision makers on proposed projects located within the MAC and related topics of interest relating to the Lower Russian River region, to provide a regular forum for citizen participation in the formation of advisory recommendations on those decisions and to provide a bridge for communication between the County and local residents and businesses, and the general public on local government decisions affecting the Lower Russian River.
In order to facilitate community engagement, the River MAC will make recommendations to the Board of Supervisors and other County decision makers on the following Advisory Topics:
1.Use Permit Applications when referred by the Permit and Resource Management Department
2.Rezoning applications when referred by the Permit and Resource Management Department
3.General Plan Amendment Applications when referred by the Permit and Resource Management Department

LOWER RUSSIAN RIVER WASTEWATER CITIZENS ADVISORY GROUP
The Lower Russian River Wastewater Citizens Advisory Group (CAG) was created to help inform property owners about efforts to develop sustainable and affordable wastewater solutions for communities in the lower Russian River subject to new state and county onsite wastewater treatment system requirements.
The CAG is also working with the Lower Russian River Interagency Team to identify potential infrastructure and grant opportunities that could assist homeowners and local businesses with the cost of improved wastewater treatment, including onsite septic replacement, small common sewage systems, and district sewer system connection.
Most of the CAG’s nine volunteer members live in Monte Rio or Villa Grande, with others from neighboring communities facing similar wastewater management issues. The members have committed to engaging community members with government agencies to work toward effective, long-term solutions to wastewater issues along the lower Russian River, with priority given to affordability, practicability and openness to alternatives.

The Mission of the MCAH Advisory Board is to promote the physical and mental health of childbearing and parenting people, children, and adolescents in Sonoma County by sharing resources, coordinating activities, and advocating with the Department of Health Services, and Board of Supervisors for the needs of this community. MEASURE O OVERSIGHT COMMITTEE
The Board of Supervisors shall establish a citizens’ oversight committee to provide transparency and ensure fiscal accountability. The committee shall review the receipt and expenditures of the revenue from the transactions and use tax, including the County’s annual independent audit. The committee’s review shall be completed in conjunction with the County’s budget process. The committee shall produce an annual oral or written report on its review which shall be considered by the Board at a public meeting. Any final written report shall be a public record. The Board shall adopt a resolution regarding the appointment of seven committee members, and any additional duties of the committee. Two of the Committee members will be selected by the Sonoma County City Selection Committee. Additional members shall include a Hospital Representative or first responder (a list of names of potential members submitted by the hospital association, fire chiefs association or law enforcement association), a business community representative (a list of names of potential members submitted by a chamber or business association), and a community member with lived experience of mental health needs or homelessness. Committee Members will serve a three-year term and are eligible to be reappointed by their appointing body.

MENTAL HEALTH BOARD
The Mental Health Board acts as a community focal point for mental health issues by reviewing & evaluating the community’s mental health needs, services, facilities, & special problems. It advises the Board of Supervisors & the Behavioral Health Director regarding any aspect of local mental health programs. Each Sonoma County Supervisor can appoint three representatives.

NORTH SONOMA VALLEY MUNICIPAL ADVISORY COUNCIL
A Municipal Advisory Council (MAC) which includes the communities of Glen Ellen, Kenwood and Eldridge called the North Valley MAC was approved by the Board of Supervisors on September 17th, 2019. Once established, this group of citizens will be appointed by the Board and provide recommendations on matters of local concern. The MAC will provide a process to effectively communicate the needs of the community to County government and elected leaders.

PARKS AND RECREATION ADVISORY COMMISSION
Board of Supervisors: Resolution 90-0534, adopted 03/27/90 which formed a 5 member board. Resolution 16-0263 replaced 90-0534 on 7/12/21016. Acts in advisory capacity to the Board of Supervisors in promoting, aiding and encouraging public recreation, including the development of recreation, park and open space facilities; acts in advisory capacity to Regional Parks Director in the maintenance, development and operation of recreation areas and facilities serving the residents of the county; establish general procedures to carry out the purpose of the commission.

PARKS MEASURE M CITIZENS OVERSIGHT COMMITTEE
The purpose of the Sonoma County “Parks For All” Citizens Oversight Committee is to provide transparency and ensure fiscal accountability for the Sonoma County Parks Improvement, Water Quality, and Fire Safety Measure passed by the voters in November 2018. Measure M established a 1/8 cent special transaction and use tax (sales tax) countywide for a ten-year period (April, 1, 2019) to support parks throughout the county.

PARTNERSHIP HEALTHPLAN OF CALIFORNIA COMMISSION
The commission negotiates the exclusive contract with the California Department of Health Care Services as specified in Section 14087.5 of the Welfare and Institutions Code, and arranges for the provision of health care services for the county’s Medi-Cal recipients.

PETALUMA VALLEY GROUNDWATER SUSTAINABILITY AGENCY ADVISORY COMMITTEE
The Petaluma Valley Groundwater Sustainability Agency is a Joint Powers Agency created to become the official Groundwater Sustainability Agency for the Sonoma Valley for the implementation of the Sustainable Groundwater Management Act. The Act requires development and implementation of a Groundwater Sustainability Plan by January 31, 2022, with the goal of ensuring that groundwater resources are sustainably managed in the basin. PROJECT REVIEW AND ADVISORY COMMITTEE
The Project Review and Advisory Committee (PRAC) serves as a technical advisory committee on subdivisions, takes referrals from the Board of Supervisors and Planning Commission, approves minor subdivisions, oversees them, and makes recommendations to the Board and LAFCO concerning them. PRAC also examines projects to determine the necessity of preparing an Environmental Impact Report, and recommends on environmental issues.

PUBLIC AUTHORITY ADVISORY COMMITTEE (IHSS)
The Public Authority Advisory Committee is a County-administered program mandated by the state to serve eligible consumers who need assistance (personal care and/or homemaker services) in order to live in their homes.

The purpose of this committee is to ensure that any toll revenues generated pursuant to the RM3 toll increase are expended consistent with the applicable requirements of the RM3 expenditure plan set forth in Streets and Highways Code Section 30914.7.

SONOMA COUNTY COAST MUNICIPAL ADVISORY COUNCIL
The Sonoma County Coast Municipal Advisory Council CAC) comprises the towns and areas of Valley Ford, Bodega, Bodega Bay, Jenner, Timber Cove, Fort Ross, West Cazadero and the Sea Ranch.
The Coast MAC is established to advise the Board of Supervisors and other County decision makers on local planning and management decisions relating to the Sonoma County Coast region, to provide a regular forum for citizen participation in the formation of advisory recommendations on those decisions and to provide a bridge for communication between the County and local residents and businesses, and the general public on local government decisions affecting the Sonoma County Coast.

SONOMA COUNTY CONSOLIDATED OVERSIGHT BOARD
The countywide Oversight Board will direct the ten Successor Agencies in winding down redevelopment activities, approve certain actions taken by the Successor Agencies, and will have a fiduciary responsibility to holders of enforceable obligations and taxing entities that benefit from the distribution of residual property tax and other revenues. SONOMA MENDOCINO ECONOMIC DEVELOPMENT DISTRICT

SONOMA VALLEY GROUNDWATER SUSTAINABILITY AGENCY ADVISORY COMMITTEE
The Sonoma Valley Groundwater Sustainability Agency is a Joint Powers Agency created to become the official Groundwater Sustainability Agency for the Sonoma Valley for the implementation of the Sustainable Groundwater Management Act. The Act requires development and implementation of a Groundwater Sustainability Plan by January 31, 2022, with the goal of ensuring that groundwater resources are sustainably managed in the basin. SPRINGS MUNICIPAL ADVISORY COUNCIL
The Springs Municipal Advisory Council (MAC) will represent the best interests of the entire community while acting as a bridge for communication between the County and local residents and businesses on the following topics for the Springs Area, when they are referred to the Municipal Advisory Council through the proper channels described in the Bylaws: 1. Use Permit Applications and planning topics when referred by the Sonoma Valley Citizens Advisory Commission. 2. Prioritization of Transportation and Transit Improvements when requested by the District Supervisor. 3. Health and Human Safety-Net Services when requested by the District Supervisor. 4. Community projects such as art, clean-ups and vegetation planting when requested by the District Supervisors. 5. SPUD POINT ADVISORY COMMITTEE
Annual review of berthing rates; review miscellaneous rates and fees and make recommendations to Board of Supervisors; recommend revenue-producing ventures for consideration in marina; recommend navigational aids needed for marina; advise on safety items or safety conditions that may be needed; advise Board of Supervisors on current or future fishing industry trends which would have an impact on marina.

UPSTREAM INVESTMENTS POLICY COMMITTEE
The Upstream Investments Policy Committee is chartered by the Sonoma County Board of Supervisors to champion upstream principles community-wide. The Committee has a central role in our mission to encourage the use of best practices, understand the impact of these practices and promote the effectiveness of prevention-focused policies.
The Policy Committee aims for diverse leadership representing multiple community sectors. The Committee is governed by the Brown Act. The Committee's Charter and Bylaws are available for download.
To champion upstream principles, Policy Committee members:
